Presidential Address 2020 Suboptimal Climate Policy

چکیده
Abstract There is a scientific consensus that human activities, in the form of emissions carbon dioxide into atmosphere, cause global warming. These mostly occur marketplace, is, they are undertaken by private individuals and firms. Governments seeking to curb thus need design policies influence market behavior direction their goals. Economists refer Pigou taxation as “the” solution here, since case warming can be seen pure (negative) externality. We agree. However, given reluctance policymakers agree with us, there an urgent consider, compare, suboptimal policies. In this paper, we look at one such instance: setting tax on wrong level. How costly different errors? Since much uncertainty about how climate change will be, damaging it when occurs, ex-post errors most likely made. compare kinds qualitatively quantitatively find policy based over-pessimistic views less than those made over-optimism. This finding inherent feature standard integrated assessment models, even though these models do not tipping points or strong linearities.

Policy strategies to address sustainability of Alaskan boreal forests in response to a directionally changing climate.
Human activities are altering many factors that determine the fundamental properties of ecological and social systems. Is sustainability a realistic goal in a world in which many key process controls are directionally changing? To address this issue, we integrate several disparate sources of theory to address sustainability in directionally changing social-ecological systems, apply this framewo...
متن کاملConnectivity planning to address climate change.
As the climate changes, human land use may impede species from tracking areas with suitable climates. Maintaining connectivity between areas of different temperatures could allow organisms to move along temperature gradients and allow species to continue to occupy the same temperature space as the climate warms. We used a coarse-filter approach to identify broad corridors for movement between a...
متن کاملUncertainty in climate science and climate policy
This essay, written by a statistician and a climate scientist, describes our view of the gap that exists between current practice in mainstream climate science, and the practical needs of policymakers charged with exploring possible interventions in the context of climate change. By ‘mainstream’ we mean the type of climate science that dominates in universities and research centres, which we wi...
متن کاملDesigning Climate Mitigation Policy
Global warming is one of the most critical, and also most daunting, challenges facing policymakers in the twenty-first century. Assessing a globally efficient time path for pricing or controlling greenhouse gas (GHG) emissions is difficult enough, with huge scientific uncertainties, disagreement over the ultimate goals of climate policy, and disagreement over which countries should bear most re...
متن کاملAmbiguity and climate policy
Economic evaluation of climate policy traditionally treats uncertainty by appealing to expected utility theory. Yet our knowledge of the impacts of climate policy may not be of sufficient quality to justify probabilistic beliefs. In such circumstances, it has been argued that the axioms of expected utility theory may not be the correct standard of rationality. By contrast, several axiomatic fra...
